It depends what they mean by "community". What use does the local community have for a rectangular pool 25m by 50m?
We do not need a pool capable of holding national competitions - we should have that in the new pool at Stratford. What we do need is a pool capable of holding regional competitions and open meets. This requires a relatively small amount of space around the pool - much less than the current pool for instance.
What concerns me slightly is that this two year interim solution takes us well past the announcement of the winner of the Olympic bid. How much interest in pools is there going to be when, sorry, if we don't win the bid?

exactly.
However, I am concerned when they say 'community' that for example (things which swimmers worry about) the pool temerpatre may be too high for a compeition pool, the depth levels may not be appropriate etc. There will be limited times on the weekends when the pool can be used for compeition, for needs to balance the 'community' and 'compeitive sport.'
