Assuming test events have to be open to other countries (which I'm fairly sure is true) British Swimming would have had two choices:

There's a requirement that if a venue is open for use by the home country, it has to offer at least one test event open to qualified international athletes. Beijing had a special 'Beijing Open' meet in 2008 to satisfy this requirement. (Not sure what their national selection process was that year.)
British swimming could have probably done a UK-only selection meet plus a 'London Open' meet and have it been kosher under IOC rules, but I suspect they didn't want the expense of two meets and probably not as much fan interest since there are no guarantees of drawing big name international swimmers to the 'London Open' that will put butts in seats. As for host country access to venues, the rules seem pretty loose as long as some access by other nations is allowed. I remember a minor kerfluffle in Vancouver about how much practice time the Canadians were allowing to other countries for practice in sledding sports.

British Swimming planned for and delivered the British Swimming Championships 2012 based on the provision of 2500 seats per session offered by LOCOG in July 2011.
LOCOG made an additional 968 seats per session available for FINA World Cup Diving event this month and also offered BS the option of adding these seats to the British Championships capacity. British Swimming made the decision NOT to offer these tickets for sale based on the limited time available to market and sell the seats while resources were focused on the final stages of delivering of a world class event. |
