The elements of her performance per se can be explained.

Looks like what it comes down to principally is suspicion by association......she's Chinese and their track record - both in the recent and more immediate past - isn't great.
I like that article - good to see some balance and actual evidence being used rather than just emotion. However need to remember that Rice's WR was set with an LZR on so the comparability of her drop to Ye's is not as direct as the article suggests, in my opinion.

The other side of the coin though, and a question that needs answering, is how does a 16 year old girl know where to get EPO from? It's extremely doubtful that she got it entirely on her own without the knowledge or participation of someone in the training programme.

Have any trainers/team managers been penalised for doping in their teams? Or is it always solely the athlete that is penalised?

Street corner obviously along with the smack, e's, coke and skunk... Any 16 year old knows that surely ;-)

I seem to recall that Ben Johnson's coach was banned by the Canadian Athletics Federation when he admitted that it was him that had introduced Johnson (and others) to steroids.

There are some coaches from assorted federations that have allegedly been banned for life for their part in systematic doping. China's federation allegedly gave lifetime bans for the coaches involved in Perth 1998. Although in that case, it was reduced to an 8 year ban from coaching, and some of those coaches have been seen apparently working on the pool deck at Chinese nationals in recent years.

I'm pleased to hear that there are consequences for coaches too. Otherwise there would definitely be a moral hazard where there are too few downsides for cheating coaches making a cheaters charter.

Ben Johnson's coach, although banned in Canada, resurfaced in the US and became coach to Marion Jones and Tim Montgomery.

So that all worked out OK then.....

I'm still angry over Marion Jones, who had enough natural talent that she could have gone very far without cheating. Her junior years before she decided to focus on basketball at university were very impressive.

I think the worse case of someone who should have never being allowed near pool deck or children again has to be Cecil Russell, and how Canada ever gave him an effective pass over the first incident, where he literally hid the body, is boggling:
