I hate to be the bearer of bad news, but it already has! There have been several cases where Emergency Services have been refused permission to help someone in trouble, because of pathetic elf'n'safety rules, rigorously enforced with the threat of dismissal by jumped up jobsworths. If there was any justice, the lifeguard in question would have been rewarded for doing what he has been paid to do. Typical, instead of admitting they were wrong, the jerks in charge are justifying their actions. It is the person who sacked the lifeguard and his apologists who ought to have lost their jobs!
